So far as the Treasury is concerned all of the items under 'Clerk' ought not to be relegated and were audited by Mr. Nicolle and his English clerk personally previous to the former's departure.
To the best of my recollection Mr. Nicolle and his European clerk audited in detail the accounts of the Post Office, Money Order included. Mr. Messer has only recently taken charge and so is not able to make a statement as above.
We are however agreed that all the items under 'Clerk' should be examined by the European Staff.
We suggest that you might by private enquiry find out how the detailed audit is conducted in other Departments. No audit by a Portuguese clerk can be effective.
