My Lord,
I have the honour to report the following serious circumstances for Your Lordship's consideration.
2. I have from time to time when informing Your Lordship of the events connected with the Boycott of Japanese trade by Chinese, had occasion to allude to the Self-Government Society. This powerful organization whose origin and objects was described in Mr. Fox's Despatch of 28th. January, 1909, (enclosure to Sir John Jordan's of 19th. February, 1909,) has taken upon itself the vindication of what it may be pleased to consider China's rights and China's honour. The Viceroy apparently has no control over it and is said to be hostile to it and to fear it.
3. The Society was aggrieved by the action of the Portuguese at Macao at the time of the seizure ...
