other hand were practically negligible in amount. The

reverse now obtains. As Your Lordship is aware I was only
able to balance the budget of the current year with the aid
of $400,000 odd which accrued from the Widows and Orphans'
Fund, together with a diminution of charges on that
account, and it will be necessary to raise some $500,000
additional revenue next year. On the other hand the
interest on Railway Advances which only amounted to $38,500
in 1907 and 1906 combined are estimated at $276,890 for
the current year and will be larger next year.

On the other hand I propose to
pay out of ordinary Revenue for certain lands resumed for
prospective extension of the Terminal Railway Station,
which in my view are not properly debitable to Capital
Account until they are actually taken over by the Railway.
This undesired liability which is imposed upon the current
Revenue is estimated in the case of the Station at
$374,806 and there are also some small residua of lots of
lands resumed on account of the Railway throughout its
length which the Chief Resident Engineer is desirous of
transferring to Government as not being required for Railway purposes. This expenditure incurred on behalf of the
Railway during the current year will be met by the proposed
transfer
