no "grain cargo" till the ship is one-third full, when the cargo becomes at once a full "grain cargo". Sir Henry Berkeley's amendment with the addition after of the words "by reason of" or "of the amendment." "By reason of" is repeated in the Imperial Act, and makes the sentence more grammatical.
There are many inconsistencies. It would make the law much more clear if the provisions to be incorporated were explicitly incorporated.

If these references are to be made to unlicenced Motor Boats, similar references should be made to licenced Motor Boats in the earlier sub-sections of Section 37.
