My Lord,

Referring to Your Lordship's Despatch No. 1 of 1st January last, I have the honour to transmit for the signification of His Majesty's pleasure the following Ordinance entitled:-

An Ordinance further to amend the Merchant Shipping Ordinance, 1899.

The customary report by the Attorney-General is annexed.

3. In addition to effecting the amendment in Section 7 (h) pointed out by the Board of Trade, the Ordinance has been practically redrafted. The accompanying print of the Bill and Memorandum by Mr. A. G. M. Fletcher, who is assisting the Attorney-General in the drafting of Bills, make clear the various amendments (none of which affect any principle) that have been made in the Bill previously submitted to Your Lordship.
