I considered whether Gulab, who admitted the charge of gross indecency, should be prosecuted in a Court of Law. However, given that in cases of this nature, publicity does more harm than good, I decided to dismiss Gulab instead. Under the Pension Regulation at page 161 of the Police Regulations, such dismissal involved forfeiture of pension, which I deemed a sufficiently heavy punishment for an officer with a record of 17 years' excellent service. I now submit my action in this matter for Your Lordship's approval.
