I have the honour to transmit for Your Lordship's consideration the correspondence noted in the annexed schedule which has passed between myself and His Majesty's Minister at Bangkok on the subject of the payment of expense of the maintenance in Victoria Gaol in this Colony of a Chinese prisoner Tong Suk who was sentenced to seven years' imprisonment by His Britannic Majesty's Court for Siam at Bangkok for committing a rape.

His Majesty's Minister refers to a Despatch from the Foreign Office to Judge Skinner Turner at Bangkok, dated the 8th February, 1906, in which it is stated that the Secretary of State for the Colonies concurred in the view held by that department that the cost of maintaining prisoners sent to serve sentences in the country of their origin should be borne by the Colony of which the prisoner is a native.
