I have the honour to transmit for Your Lordship's consideration the enclosed minutes of the Harbour Master, dated the 30th of last March and the 7th instant, proposing that legislation should be introduced requiring Asiatic seamen employed, or to be employed, on board Foreign Ships trading with Hongkong to sign on and be discharged at the Mercantile Marine Office in this Colony; and I shall be glad to learn whether the Board of Trade has any objection to this proposal.
