To give him administrative experience and to keep alive his knowledge of the Chinese language, which will be of assistance to him at the Queen's College. That Mr. Woodcock himself does not feel that he has lost touch with Educational work by his severance from Queen's College during the past 9 years, is proved by the fact that he was a candidate for the Headmastership rendered vacant by Dr. Bateson Wright's retirement on pension.

In view of these facts His Excellency does not consider that the Masters at Queen's College have a reasonable ground of complaint should Mr. Woodcock, whose return to the Education Department would have probably taken place sooner could a post have been found for him, now be appointed Second Master.
