My Lord,
The European staff of Queen's College, have the honour, with the permission of His Excellency the Governor, to lay before Your Lordship the following facts with regard to the proposed transfer of Mr. Woodcock to the post of Second Master Queen's College.
I.
Mr. Woodcock left Queen's College so long ago as March 1900, at which time he held the post of 4th Assistant Master.
Since that time he has had no connection whatever with education, while during the period that has elapsed, conditions at Queen's College have greatly changed, new methods have been introduced, and the standard of work has been considerably raised.
The present Second Master, Mr. Ralphs, has held the position for two periods of one year each, while during the last eleven years he has occupied every post from that of 9th Assistant Master upwards. Mr. Woodcock has never held in Queen's College any post higher than that of Fourth Assistant Master.

Since Mr. Woodcock's transfer to the Sanitary Department it has been definitely laid down that no Master may at any time
