With regard to Mr. Woodcock's memorial, it omits to record the fact that in last February he stated that he wished to be considered a candidate for the post of Headmaster of Queen's College; and, although he subsequently explained that his statement that he was not qualified for the post of Second Master at the College was not inconsistent with his application to be considered a candidate for the Headmastership, as the Headmaster is concerned with matters of administration only and does not teach a class, I find it difficult to reconcile his former application with his present memorial looking to the fact that although the Headmaster does not take permanent charge of a class he inspects each class in rotation twice daily, a task which does not essentially differ from the conduct of a particular class, and for which the disabilities which Mr. Woodcock now urges as unfitting him for the post of Second Master would equally unfit him.

4. Mr. Woodcock also bases his petition upon two Medical Certificates, one from Dr. Aubrey and the other from Dr. Harston, to the effect that he suffers from deafness and neuralgia, and is, therefore, not "fitted
