I think it would be a great hardship on Mr.Carvalho to deduct the Exchange Compensation.
(2) He still retains his domicile in Europe for the following reasons:-
(a) His mother's relatives are living in England and (b) his father's relatives are living in Portugal.
(c) intention on retirement is to live in Europe between the two countries mentioned.
(3) Since his case for Exchange Compensation was decided at least three officers with less claim were allowed to draw compensation or put on Sterling Salaries which were fixed on the Compensation basis viz:-
(a) Mr. Julyan Public Works Department who has been to Europe only once.
(b) Mr. Dixon who has never been to Europe.
(c) Mr. Reed who was once home for five months whereas Mr. Carvalho has always gone to Europe on his leave (4 times I think)
(4) As an additional argument I may state that in my opinion the post of the second officer in the Treasury should be much better paid than as it appears in the Estimates if Exchange Compensation is barred.
