9. Turning now to the questions in the Secretary's latter:-
(1). This Government desires the assistance of an expert to negotiate in the conditions I have described. It is possible he may have to go to Peking as the delegate of this Government. In addition his advice would be desired as to arrangements at the terminal Station for goods and passengers, questions of private sidings, of sharing of profits by ferries across the harbour serving the railway Co.

(2). If the Engineer appointed were capable of completing the construction now that the whole of the engineering difficulties are finished he might take over charge and replace the present Chief Resident Engineer. Then the line is completed he would become General Manager. As I have said above there would not be any necessity on so short a line for a Traffic Manager in addition to a General Manager.
(3). As regards salary, I should be glad to be guided by the experience of the Railway Board. We would gladly give £1,500 (or even more) for the man who undertakes the initial organization and negotiates the Agreement, more especially if he...
