and also that local passenger traffic can be opened over
the British Section and such portion of the Chinese Section
as may be completed.

The Agreement arrived at is on the
whole not unfavourable to this Government and I trust that
the work under the contract will now be carried to
completion without further friction. A copy of the Agree-
ment and of the new Contracts will be forwarded to the
Consulting Engineers in due course.
