With reference to the paragraph headed "Leigh and Orange's Contract" in the Railway Minute which formed an enclosure in my Confidential Despatch of the 13th of last February, I have the honour to report that the negotiations for an extension of the time of the contract have been completed and that the conditions agreed upon are those set out in paragraph 10 of the Chief Resident Engineer's letter to the Consulting Engineers of the 30th ultimo, of which I enclose a copy.
2. The importance of obtaining the use of the line of Railway constructed by the Contractors in connection with their work, and known as the 'Overland Route', is that all materials such as ballast, sleepers and rails both for the British and Chinese Sections of the Railway can be transported at a minimum of cost and trouble and with profit to our Section in the case of the latter;
