After full consideration of the position of foreign consuls in H.M.'s Dominions it was laid down in a despatch of 19 April 1905, definitely by my predecessor's circular that "the only legitimate functions of a foreign consul in relation to Colonial Administrations are those connected with the welfare of his nationals individuals."

(It is clear that applications to a Colonial Govt for permission to land armed parties from a foreign man-of-war did not fall within these functions; & if consuls are allowed to correspond with the Col Govt on such matters it will render it very difficult to maintain that view of their position which has been definitely adopted by H.M. Govt and which H.M.'s Govt was fully explained in the circular already sent.)
