I note that Regulation 3 deals only with the landing of foreign soldiers or sailors without the harbour limits, but I see no reason why the permission of the Governor for such landing should not be obtained through the Officer in command of the foreign ship or squadron rather than through the Consul or officer of the country to which the ship belongs.
