Colony than within Harbour limits is in ordinary circumstances wholly improbable and unjustifiable, there is no distinct regulation prohibiting it except the one now under reference, and I considered that if for any exceptional purpose a Foreign Ship of War desired to land Sailors or Soldiers elsewhere than in the Port the request should be lodged with all formality through the Consular Officer. In these circumstances since the Regulation in question is not opposed to the Memorandum as Your Lordship supposed, I await your further instructions before withdrawing it.

I may add in this connection that some Sailors from the German Gunboat "Tsingtau" recently landed on one of the Islands closely adjacent to the Port, and it was supposed that they were engaged in a reconnaisance. A reference to the German Consul-General elicited an apology and a statement that the boat had gone ashore for no other purpose than to procure a little sand.
