With reference to my Confidential Despatch of the 15th ultimo, in reply to Your Lordship's Confidential Despatch of the 8th of January, I have the honour to inform you that I propose to invite tenders for the Opium Farm to be let from the 1st of March, 1910, subject to the following new conditions:-

(a). The importation by the Opium Farmer of Prepared Opium, Opium Dross, Dross Opium or Halán shall be subject to the permission in writing of the Superintendent of Imports and Exports.

(b). No other person shall import any Prepared Opium, Opium Dross, Dross Opium or Halán.

(c). The permission in writing of the Superintendent of Imports and Exports will be required before any Opium or Dross Opium may be exported, and such permission cannot of course be given in the case of China to which the export of Prepared Opium is by Ordinance prohibited. The Superintendent of Imports and Exports may require particulars of destination,
