deliberate falsehood.
In my view the most junior member of the service, provided his record is a clean one, is as much entitled to be believed as I am myself, or as the Chief Justice of the Colony is, and I am unable to acquiesce in the view that the credence which should be given to an officer depends on the rank he holds either in the official or the social scale.

Turning to the second portion of your letter, I am keenly alive to the difficulties which are inherent in constant changes in the Registry, even more than in most other departments. I have done and am doing my best to meet these difficulties, and I hope that Your Honour may concur with me in thinking that the proposals which I have communicated to you may furnish the best solution obtainable.
