Excellency on the subject. Nor does it admit of the explanation that Mr. Seth's memory has failed him.

I note further with equal surprise and regret that in spite of my repeated statement that the decision arrived at, on inaccurate and imperfect information supplied to Your Excellency by Mr. Seth, seriously hampers me in the administration of justice, and in the conduct of the business of the Court, Your Excellency is of opinion that there appears nothing in the position disclosed inconsistent with the efficient and harmonious working of the machine. Your Excellency therefore either simply disbelieves my statement, or imagines that it is made with some ulterior motive. I can only say with much respect that I cannot understand Your Excellency's attitude.

But I must also with respect demur entirely to the course which Your Excellency has pursued in this matter. I have preferred a definite charge against an officer who is my subordinate, as I think, who is partly subordinate to me in the opinion of Your Excellency. The officer denies the charge, and Your Excellency refuses to take any step because you cannot believe that the officer is not speaking the truth. So far as I can gather, Your Excellency has had several interviews with Mr. Seth, and his explanations have been accepted.
