but it is possible that in other circumstances, when less cordiality prevailed it might lead to a conflict of authority with the local Police. No doubt when the large American Battle Fleet visited foreign ports, and thousands of men were landed special and exceptional measures were necessary, but I am doubtful whether it is advisable to introduce such a precedent in ordinary circumstances, and which may be cited by other nationalities and at other ports, and I shall therefore be glad of an expression of Your Lordship's views.
