If the promotion of Mr. Hazeland is approved the post of Second Police Magistrate will be thereby rendered vacant. To this appointment I have to recommend Mr. J. R. Wood, Deputy Registrar and Appraiser.
Mr. Hallifax does not desire to be recommended for the post, and Mr. Wood is the next Cadet in order of seniority after Mr. Wolfe. He is at present acting as Second Magistrate and he has proved himself most capable in the appointment.
I propose that it should be made a condition of his promotion that he should pass at an early date the Law Examination specified at page 156 of the Hongkong Civil Service List for 1909 as giving Cadets a preferential claim to the appointment of Police Magistrate.

Mr. Wood's promotion will render vacant the post of Deputy Registrar and Appraiser for which I have to recommend Mr. G. N. Orme, Assistant Land Officer for the New Territories. Mr. Orme is reading for the Bar and has passed one examination. He has been attached to the Registry for a brief period and he has acted successfully as Second Magistrate.
