A further vacancy on the legal
side of the Service will shortly be occasioned by the
retirement on pension of Mr. A. Seth, I. S. 0., Registrar
of the Supreme Court, after nearly forty years' most
faithful service. To this post I would recorriend Mr. J. H.
Kemp, Head of the Sanitary Department.

Mr. Kemp, who has passed with
distinction the Bar Examinations and will shortly be called.
is a Cadet and he has spent practically the whole of the
last six years of his service as Deputy Registrar and
Appraiser and as Acting Registrar and Acting Police
Magistrate.
He is fully qualified for the
appointment, and his legal training will render his
services of greater value at the Registry than in his
present post, the duties of which he has not yet assumed.

To succeed Mr. Kemp at the
Sanitary Department I have to recommend Mr E. D. C. Wolfe,

Assistant Registrar-General, who after Mr. Hallifax is the
most senior of the Cadets holding third class appointments.
Mr. Hallifax does not wish to be considered a candidate.

To the post of Assistant Registrar-
-General I propose the appointment of Mr. R. 0. Hutchison,
who
