My Lord,

The appointment of Mr. H. H. J. Gompertz to the post of Puisne Judge, reported in Your Lordship's Despatch No. 36 of the 12th ultimo, renders vacant the post of First Magistrate, to which I have the honour to recommend the appointment of Mr. F. A. Hazeland, Second Magistrate.

2. Mr. Hazeland, whose service dates from 1878, has during a period of over thirty years been attached exclusively to the Registry of the Supreme Court and the Magistracy, and he has given complete satisfaction in the performance of his duties. He is a Barrister-at-Law and he possesses the almost more important qualification as regards this Colony of a thorough knowledge of Cantonese. Mr. Hazeland is not a Cadet but I consider that his claims to the post are greater than those of any of the present Cadets.
