With reference to Lord Elgin's Confidential Despatch of the 10th of May, 1907, and to previous correspondence on the subject of the recovery of debts incurred in Hongkong by natives of China who abscond to the mainland, I have the honour to transmit at the request of the Chief Justice, the enclosed copy of a letter in which Sir F. Piggott invites attention to a recent case, copy of his Judgment in which is also enclosed, arising out of the bankruptcy in Hongkong of a Chinese Firm against which a German creditor in Hongkong made a claim in Canton through the agency of the German Consul at that Port. It was suggested by Mr. Mansfield late Consul-General at Canton that a remedy for the condition deplored by Sir F. Piggott may be found in a reciprocal arrangement with regard to questions of bankruptcy between this Government and the Provincial Authorities at Canton.
