The Sterling Cadets are aggrieved because the Sterling scale of pay is not sufficient to enable them to live in ordinary comfort in the position in which they are placed. The Secretary of State has himself admitted that the scale of pay is not sufficient, firstly by granting double exchange compensation at the time when the Sterling Scheme was under his consideration, secondly by granting to Cadets drawing the higher dollar salaries the privilege of receiving payment at an exchange of 2/ when the dollar is over that figure, on the ground that when the dollar is unduly high their emoluments are inadequate, and thirdly by creating various new posts with the higher dollar rates attached; for, if the lower sterling scale had been considered to be an adequate remuneration, a similar dollar scale would presumably have been introduced.

A Passed Cadet's salary is not inadequate for a junior Officer, but it would seem not unreasonable that an Officer of seven years' seniority should on promotion look for some increase in his emoluments. So far from this being the case his promotion brings him considerable loss, as the following calculation proves:-
