As Mr. Orme has associated me in his letter I submit some comments thereon.

The Secretary of State in his Confidential Despatch of the 29th July, 1908, 3784/05 states that "The Officers appointed after the introduction of the Sterling Scheme have known from the first what salaries they would receive if they obtained certain posts, and I do not consider that they have any right to feel themselves aggrieved because they are not so fortunate as other Officers, who entered the Service a few years before they did". Mr. Orme and I were as a matter of fact appointed before the introduction of the Sterling Scheme, at a time when dollar salaries only were attached to Cadet Posts, and we found on enquiry at the Colonial Office that there was no means of ascertaining the salaries to which we would be entitled in various posts except by inference from the steps that had already been taken to adjust Unpassed and Passed Cadets' salaries. The Circular referred to in the 3rd paragraph of Mr. Orme's letter is the Eastern No. 76 enclosed in C.O.D.281/01. It reads "no details of the actual salaries to be attached to posts can as yet be given................The effect will be to fix the whole of Cadets' and Officers' salaries in Sterling instead of only half....................
