Referring to Your Lordship's Despatch No. 4 of the 8th January last, I have the honour under Colonial Regulation No. 212 to transmit a Memorial addressed to you by Mr. G. F. Orme, together with a copy of a minute by Mr. A. G. M. Fletcher, on the subject of the appointments of Cadets who are paid in Sterling.
2. I may refer Your Lordship in this connection to Mr. May's Confidential Despatch of the 27th June, 1907, and my Confidential Despatch of the 16th March, 1908. It was in view of the circumstances described in the enclosures that I recommended Mr. Orme for the first increment of his new post in my Despatch No. 304 of 27th November, 1908.
