Clearly the letter of request with notice of writ should have been sent not to the Consul General but to the Governor, for transmission through the ordinary diplomatic channel.
Possibly Piggott's feud with the Governor had something to do with his ignoring him in this matter, but he also confesses at the end of his letter of 10th March that sending the documents through the Executive was the right course, and as he is good enough to say that he has not the slightest objection to this course, I should tell him that he had better take it in similar cases in future.
