our Confidential Despatch of January 8th., with reference
to the Opium Question, the contents of which I shall
communicate to the Legislative Council.
2.
A formal Agreement has been drawn
up and signed between the Farmer and the Government limiting
the number of chests of opium which the former may
withdraw from bond for preparation and sale in the Colony
during the last year of his contract (March 1st., 1909,
to
March 1st., 1910) to 1,000 with an additional number limited
to 200 if required for bona fide export to countries
other than China.

Twenty-six Divans were closed on
March 1st., limiting the number during the year dating
from that day to 155.
