I have the honour to acknowledge the receipt of your despatch No. 134 of the March 1909, forwarding a memorial from Mr J. Goant Smith on the subject of the prevention of Malaria.
2. I should be glad if you would cause Mr Smith to be informed that I have received his memorial but that I do not propose to take any action with regard to it.
