An abrupt turn to obvious distrust has been made with the full cognizance of the Colonial Secretary. Your Excellency has approved this action, and the Secretary of State has approved Your Excellency's action. I submit that it is contrary to all the unwritten but well-understood rules of the service for the Colonial Secretary to stir up difficulties of this nature rather than to endeavour to allay them, and, adopting for the moment Your Excellency's contention, that it was his duty to have given Mr. Seth the advice which Your Excellency has now given him.
On the occasion when I discussed this matter with Your Excellency in the presence of the Colonial Secretary, after a very full exposition of my views, I appealed from the Colonial Secretary to Mr. Kay, and I was satisfied from his attitude that he himself regretted the action he had taken.

Since this letter was typed the question has again occurred. I have been informed this morning that Mr. Seth is unwell and has been absent from the Registry for some days.
