It is advisable that I should briefly
recapitulate certain matters which I have already dealt
with in previous letters. My relations with Mr. Seth were,
up to the occurrences complained of, always of a most
cordial description. Whenever there was occasion I was
accustomed to send for him, and discussed matters with him
as his superior officer and he my subordinate officer.
During 3 years we worked together cordially,
and there was no word on his part suggesting that I was
other than his superior officer.
So far as the Deputy Registrars were con-
cerned they came to my Chambers when I sent for them, and
carried out my instructions, which often related to pre-
paring returns in the Registry.
For some time prior to the occurrences
complained of, Mr. Seth used frequently to come to me with
complaints of the way in which his recommendations with
regard to the Registry Officers were ignored, telling that
the Colonial Secretary took complete control and would
never listen to his suggestions, and that this was most
