5. As I have referred to the Secretary of State's decision in the case of the Registrar in Mauritius it will be advisable for me to state, so far as my memory serves, what took place. I do so of course under all reserve, as some years have elapsed since the occurrence. On the retirement of Mr. Isnard, an Officer of the same social status as Mr. Seth, Mr. Galéa a local King's Counsel was appointed Master and Registrar, the two offices being combined. The question I believe arose in the following circumstances:-
