I have the honour to acknowledge Your Excellency's letter of 18th. December, 1908, enclosing a copy of Your Excellency's Despatch of 5th. June to the Secretary of State on the subject of the status of the Registrar of the Supreme Court and his relation to the Judges and the Colonial Secretary, and informing me that the Secretary of State concurs in the view which Your Excellency has expressed and approves of Your Excellency's action in the latter.

As the effect of this decision is that the Judges have no right to make enquiries of the Registrar as to the efficient working of the Registry, I much regret to be compelled to ask that the matter be re-considered by the Secretary of State. The decision must very seriously hamper the Judges in the administration of Justice, and is, if my memory serves me right, in conflict with the decision arrived at by the Secretary of State in the case of the Registrar of the Supreme Court of Mauritius.
