Whether the letter of His Excellency the Governor to the Chief Justice written on 22nd February and held over to allow of communications being made to the Chamber of Commerce, was consistent with official courtesy, having specially in view first the fact that this was the only letter ever written to the Chief Justice on the subject, and that correspondence was apparently going on with the Chamber, but not with the Chief Justice: and secondly, the the fact, that the Chief Justice had requested that the matter should be put in abeyance until he had considered it further.

In view of the circumstances however I shall do no more than request the opinion of the Secretary of State on the first question.
