the realization of the "complete scheme", and since I propose to at once resume Lot 1140, the value of which will no doubt be greatly enhanced by that time, the cost of such an extension will involve no additional cost in land resumption. In the meantime we propose, in view of the possibility of this future extension, to build only a temporary platform, and temporary Station Buildings on the present site.

4. The immediate cost is therefore reduced:

(a) By the saving on Station Buildings. For this a sum of $450,000 has been placed on the Railway Estimates, and the Chief Resident Engineer considers that this sum may be reduced by $270,000 (approximately) which will be available towards land resumption.

(b) By the fact that the areas referred to in the last paragraph will be available for leasing. Two methods of dealing with these areas present themselves. First, to acquire them out of Railway Funds, and to credit the Railway Administration with the proceeds of the rentals. Or secondly, that they should be acquired by the Colonial Government and paid for out of Revenue, the rentals being credited to Revenue, and, if and when they are required for Railway extension, they should be handed over like other Crown Land,
