With reference to Sir Matthew Nathan's Despatch No. 350 of the 27th September, 1904,

I have the honour to state that the experiment of placing the Water Police under the control of the Assistant Harbour Master was for financial reasons abandoned when the return of Mr. P. P. J. Wodehouse referred to in that Despatch left no funds available for the payment of Mr. Taylor.

2. The scheme worked successfully, as my predecessor stated in the 10th paragraph of his Despatch No. 93 of the 1st April, 1905, and I consider that it would conduce to the greater efficiency and usefulness of the Water Police if the supervision by the Assistant Harbour Master were resumed.
