The Chief Road Engineer stated that Hexa's, Butterfield and wire had asked for a junction with sidings which they proposed to lay themselves at either or all of three points situated on the short bit of road leading from Salisbury Road to the sea-front between Lot 88 and Blackhead's. This would involve the laying of rails across Blackhead's and interfering with the wharf work there. Mr. Farry considered that they had no right to expect any such concession, and that a siding should be offered there at the extreme North-East corner of Lot 88 provided they would give us a right to run a siding along the North front of Lot 88 (within the Lot) with running powers over it to the Lots beyond (Westward). If they declined this, we would make a siding from the Level crossing on Dos Voeux Road crossing Salisbury Road and running along the South side of that road and leave them to connect with it in any way they liked. The same offer would be made to the owners of Lots 74 and 75 and it was suggested that they should be given the ground covered by Garden Road in exchange for a strip of equal width alongside Robinson Road, in order to obtain increased Marine frontage for the Pier and ferry steamers using it. It however seemed doubtful whether the owners of Lots 74 and 75 would consent to lose the frontage at present afforded by Garden Road. Government would also lose a possible Pier Site. The siding thus made along the South of Salisbury Road, or within the boundaries of the Marine Lots South of it would similarly serve the Wharf and dock Company. It will cross Salisbury Road near the Star Ferry Pier and no back shunting siding additional to it should be allowed. Incidentally to this whole question of sidings, and Station Terminus and outlay on land resumption, I think it will be well to examine the question of the necessity of retaining the Police Basin, and the price
