This can be met either by taking over the work and executing it departmentally, a course Mr. Barry supports if the Contractors refuse the liberal offer the Government is about to make to them. The work involves no engineering problems and I understand that Mr. Barry is satisfied that Mr. Eves could carry it out. Or alternatively if the Contractors accept the Government's offer and complete their task the supervision can be largely transferred to the District Engineer (Mr. Logan) who as soon as the tunnel heading is through (about June 1st) will be able to walk through the tunnel instead of crossing the hills, and can thus supervise to the South as well as the North. It, however, appears probable that if the Contract remains in Messrs. Leigh and Orange's hands Mr. Eves will continue to create friction.

9. On the other hand it is admitted that Mr. Eves is a good office man, that he is economical, and that he has a thorough knowledge of every plan and drawing, and of every item connected with the Railway which it would take a new-comer a long time to acquire.

10. In these circumstances I am inclined to think that in the interests of economy and continuity
