lucidity with which he expressed himself and his complete
grasp of the subject enabled us to dispose of a large
number of problems in a marvellously short space of time.

Your Lordship will observe that
his inspection of the Bridges has resulted in a verdict
adverse to the engineering capacity of Er. Eves,
the
Chief Resident Engineer. He has suggested tentative
experiments with a view if possible of saving the entire
demolition and reconstruction of the Bridges, but he is
rather doubtful whether these experiments will in all
cases be successful.

The question arises whether Mr.
Eves should be retained as Chief Resident Engineer, Mr.
Barry assured me that it would not be possible for him to

make any further mistakes since he would now receive
precise instructions from the Consulting Engineers who
in future would accept entire responsibility. At the same
time it is to be noted that he failed to carry out in
their entirety the full and precise instructions transmitted
to him as instructed in Your Lordship's telegram of
21st October last and as a consequence Mr. Barry had not
the full data he had expected upon which to frame his
conclusions.
