urge the necessity of consulting the Law Officers of the Crown, otherwise too large an arbitrary power is left with a Colonial Government, and a Civil Servant may, in the case of an interference with his rights of property which he deems to be illegal, find himself, as I do, without any means of having the question decided.
3. During the typhoon of last year my house, The Byrie, was completely wrecked, and was uninhabitable for four months while it was being repaired. A legal question has arisen between the landlord and myself as to my liability to payment of rent during this period. Mr. Belilios recognising the impossibility of the Chief Justice being a party to an action in the Colonial Courts, at once suggested that the question should be submitted to a friendly arbitration. Is the Chief Justice to receive less consideration at the hands of the Government than he receives from a private individual? During the many years I served as Law Officers, in the advice I gave the Government in its disputes, I held it to be of first importance that the Government should act as an ordinary individual would act in the like circumstances. I believe it to be the only sound rule of conduct, and I still anticipate that the course which Mr. Belilios adopted will be followed by the Government.
