Referring to the concluding paragraph of Lord Elgin's Despatch No. 275 of the 28th December, 1907 and to the concluding paragraph of my Despatch No. 210 of the 15th August last, I have the honour to state that, upon the advice of my Executive Council, I propose to ask the Legislative Council to fix by resolution a rate of exchange of 1s. 10d. to the dollar for the purposes of the valuation of the "Widows'" and Orphans' Pension Fund at the date of the taking over by the Government.
2. I shall be glad if I may be informed in detail of the particulars required by the Actuaries under Section 18 of Ordinance No. 15 of 1908 with a view to the calculation of the increases therein referred to.
