CONFIDENTIAL.

Government House, Hongkong, 30th January, 1909.

My Lord,

In continuation of my Confidential Despatch of the 26th instant, I have the honour to transmit the enclosed copy of a letter from the Chief Justice with copy of comments upon it by the Attorney-General.

Para 3. I rather think it might be better to leave the matter in the Judge's hands for possible settlement in Hongkong.

Para 4...

Para 5. It takes the same point as before.

I think para 8 is all right, which is in line with my analysis of it on 6733, as required by the procedure, that at first sight it does seem to be incomplete.

The complaint is really included in para 3; there are no useful opinions to be formed in para 3; it is a matter for local settlement with regard to all the interests concerned.

Also a matter for local settlement with me, and touching the points of principle mentioned in para 2, I do not understand his objection.

I have the honour to be,

My Lord,

Your Lordship's most obedient, humble servant,

Margaret ... (likely "H.F." or a similar initial, but the name is unclear)

Governor, &c..

"The C.J shall preside" I thought was the position reported secondly.

THE RIGHT HONOURABLE

THE EARL OF CREWE,

&c..
