6.

The advantages of establishing a

University in Hongkong are fully dealt with in the enclosures and I would especially invite Your Lordship's

perusal of Enclosure 4. The Germans and French have not

been slow to grasp the advantages

political and commercial which are likely to arise from such an Institution.

Hongkong is very exceptionally suited to be the

location of a University for it is in close proximity and

touch with China, it possesses able men in Medicine,

Science and Law who will be able to assist the Resident

Staff as fee'd Lecturers, and it has exceptional facilities

in its large Engineering and Ship-yards, and its well-found Hospitals for teaching purposes. Your Lordship will

I have no doubt realise the immense addition to British

prestige in the Far East which is likely to arise from the

foundation of such an Institution, and the consequent

spread of the English language which will form the vehicle

of instruction.

It has recently been announced

that the German Government intend to establish a "High

School"
