The advantages of establishing a
University in Hongkong are fully dealt with in the enclosures and I would especially invite Your Lordship's
perusal of Enclosure 4. The Germans and French have not
been slow to grasp the advantages
political and commercial which are likely to arise from such an Institution.
Hongkong is very exceptionally suited to be the
location of a University for it is in close proximity and
touch with China, it possesses able men in Medicine,
Science and Law who will be able to assist the Resident
Staff as fee'd Lecturers, and it has exceptional facilities
in its large Engineering and Ship-yards, and its well-found Hospitals for teaching purposes. Your Lordship will
