2. After much investigation I found that there was one site eminently well adapted for the purpose, and practically no other. There had, I think, been some idea that this site might some day be utilized for the erection of a new Civil Hospital, but the needs of the Colony appear to be fairly well served by the existing building together with the Jubilee Hospital erected by public subscriptions on the high levels. Nor does there appear to be any reasonable anticipation that the Colony will, for very many years to come, be in a position to embark on so very costly a project. If a renewed prosperity should render it possible to devote a very large sum of money to a Public Building, I am of opinion that the more pressing need is for a new Gaol, for which a site has been set apart after very careful investigation by my predecessor, on the Kowloon Peninsula. I enclose a plan of the site referred to, from which Your Lordship will see that it is situated on a somewhat steep hill-side, and though it affords sufficient space to erect the Buildings required for a University, the remainder of the ground is unadapted
