Sir M. Nathan asks that the increments of salary should commence from the 15th day of the month in which an officer commenced to draw salary, for convenience of checking. The Audit Office say this was considered that the small odd fractions cause more trouble than they counterbalance.

My view is that the present system, which results in an officer getting eleven months' salary in twelve months, is contrary to good management and causes unnecessary clerical labour to understand.

Under the proposed system, when an officer is placed on a salary scale, a ready reckoner will show his salary for the period from the day he starts to the end of the year, and then the salary increases year by year by the amount of the increment.
