Certificate of Service with the Hong Kong Police Force herewith.
In my letter (24/1) to the front, I stated that Montague was slightly lit for candidates. Information regarding his original application for enlistment in the Police Force: Mr. Stables Harding - age was stated. Police: Mr. ... who gave his notice to the front. What his letter states is as follows: He is 32 years of age, which is above the maximum age limit of 07/08. Mr. Stubbs' certificate is very favourable. However, he had to leave the force in '07.
We have consulted Mr. Newland, the officer who has been recruiting constables for the S.Settlements relative to Mr. E.Montague's application and he writes back as follows:-
"I beg to state that in my opinion the age limit should not be waived. Mr. Montague apparently has no special qualification that would make him exceptionally valuable to the Straits Police Force, and I think it would not be advisable to enlist for the S.Settlements a man who only five months ago was certified as unfit for further service in Hong Kong where the climate is much less trying than that of the S.Settlements."
Under these circumstances, do you wish us to take any further action with regard to the enlistment of this man?

On 19 Oct, we regretted that his character was invalided owing to ill health. We recommended him for suitable employment.
