3. As regards
paragraph 3 of your letter, their Lordships state that
the Governor will raise no objection
to grant you a gratuity not exceeding half pay available,
provided that you obtain a certificate showing that
you have made satisfactory progress in Kowloon
during the period of your attendance at the offices of the B.N.O.
under the understanding
that you will not,
be allowed to count
the period during which you are at the Board of Trade
as full pay leave
and you are, while engaged, obtaining the change to
temperate climate which half pay leave
is intended to secure
4. Lord Crewe approves your proposal that
you should leave for Hongkong towards the
end of December provided that
your progress is considered satisfactory by the B. of Trade.
